Gentlemen:

This refers to the routine physical security inspection conducted by

Messrs. J. R. Creed and J. R. Kniceley of this office on October 27-31,

1980, of activities at Point Ileach Nuclear Plant, Units 1 and 2 authorized

by NRC Operating Licenses No. DPR-24 and DPR-27 and to the discussion of

our findings with Messrs. G. A. Reed, R. Krukowski and D. Hart at the

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

Areas examined during the inspection concern a subject. matter which is

exempt from disclosure according to Section 2.790 of the NRC's " Rules of

Pract ice," Part 2, Title 10, Code of Federal Regulations.

Consequently,

our report of this inspection will not be placed in the Public Document

Room.

Although this inspection identified no items of noncompliance with security

requirements, we are concerned with the nature and number of complaints

and adverse comments expressed to the inspectors concerning NRC's security

requirements by both plant management and plant employees. Of particular

concern is that the attitude of management and employees regarding the

necessity of some of the NRC approved physical securit.y requirements might.

possibly precipitate security-related problems in the future. This matter

was discussed with you during our recent licensee performance appraisal
