Gentlemen:

This refers to the inspection conducted under the Resident Inspection Program

by Messrs. W. D. Johnson and L. J. Callan, of this office cevering the period

of August 22 through September 21, 1980, of activities aut' orized by NRC

Facility Operating License No. DPR-51 and No. NPF-6 of the Arkansas Nuclear

One, Units 1 and 2, and to discussion of the findings by the inspectors with

members of your staff at the conclusion of each segment of the inspection.

,

Areas examined during the inspection and our findings are discussed in the

enclosed inspection report. Within these areas, the inspection consisted of

selective examination of procedures and representative records, interviews

with personnel, and observations by the inspectors.

During the last two years in which NRC has been inspect ing the two operating-

reactors at the Arkansas Nuclear One site, a large number of-infractions and

-deviations have been identified in a broad scope of quality program areas.

These inspection results indicate to us that your Quality Assurance program

(

and related Quality Assurance procedures have been inadequately implemented.

Our inspection results demonstrate a significant failure by management to

devote sufficient attention to the implementation of an effective quality

program.

It is our view that prompt, vigorous corrective actions are nececoary.

During this inspection it was found that certain of your activities were not

conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Enclosure (1).

This notice is sent

to you -2rsuant to the provisions of Section 2.201 of'the NRC's " Rules of

Practic ," Part 2, Title 10, Code of Federal Regulations.

Section 2.201

requires you to submit to this office, within 20 days of your receipt of this

i

notice, a written statement or explanation in reply including:

(1) corrective

steps which have been taken by you, and.the result nhieved;-(2) corrective

steps which will be taken to avoid further noncompliance; and (3) the date

when full compliance will be achieved.

Our inspection covered only limited' programmatic areas, but deficiencies

identified in those areas are indicative of larger progrr.:a problems.

your response should describe actions you plan to take to correct the broad

deficiencies in implementation of your Quality Ass :rance Program. Dates

should be provided on which individual 9**pa of your overall upgrading action

will be completed. We plan to reinspect your facilities in the near future

'

and expect to be able to make positive findings.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the enclosed

inspection report will be placed in the NRC's Public Document Room. If the

report contains any information that you believe to be proprietary, it is

necessary that you submit a written application to this office within 20

days of the date of this letter, requesting that such information be with-

held from public disclosure.

This application must include a full statement

of the reasons why it is claimed that the information-is proprietary.

The

application should be prepared so that any proprietary information identified

is contained in an enclosure to the applicatic : , since the application with-

out the enclosure will also be placed in the Public Document Room.. If we do

not hear from you in this regard within the specified period, the report will

be placed in the Public Document Room.
