Dear Chairman Ahearne:
As attorney for Montgomery County Citizens for Nucleap' Reactor Safety, I am seeking information regarding the status pf the operating license of the Armed Forces Radiobiology Researdh Institute (AFRRI).
As you know, AFRRI is currently. licensed iy the NRC to operate a TRIGA research reactor, a linear accelerat
,2 and a Cobalt-60 storage facility on the premises of the Naval
/\\
Medical Center in Bethesda, Maryland.
I understand that AFRRI's current operating license (No. R-84) will expire November 8, 1980.
According to a letter on file in the NRC Public Documents Room, dated April 3,
- 1980, from Robert W. Reid, Chief of NRC's Operating Reactors Branch
- 4, to Captain Paul Taylor, then Director of AFRRI, AFRRI was requested to submit its application for license renewal at least three months in advance of the expiration date; that is, by the first week of August.
However, my inquiries in NRC's Office of Standardization and Special Projects and daily monitoring of the Federal Register have given me no indication that AFRRI has sub-mitted its application yet.
Specifically, my client would like to know:
- 1) whether the AFRRI license renewal application has been received by the NRC, and if not, when it is expected;
- 2) whether the NRC will at.the appropriate time send me direct and prompt notice that it has received AFRRI's applica-tion-
- 3) whether the NRC plans to hold a public hearing on the application in the absence of a request for same;
- 4) what the status of AFRRI's current license will be if resolution of the renewal application extends beyond November 8,

- 5) whether the NRC plans to prepare an environmental impact statement as part of the license renewal decision; and
- 6) whether my client must file request under the Freedom of Information Act to obtain a copy of the Hazards Analysis update and environmental analysis currently being prepawed for AFRRI by the consulting firm of Dames & Moore.
If a FOIA request is not necessary, will you send the Dames & Moore material directly to me now and/or as soon as it becomes available to you?
Your help in supplying this information as soon as possible will aid my client greatly.
