Gentlemen:

The NRC has reviewed existing emergency communications systems with its licensees and as a result, certain modifications will be made to the equipment associated with the Emergency Notification System (ENS) and the Health Physics Network (HPN).

The following changes will be initiated in the near future.

The NRC will have lamps installed on emergency telephones in all Control Rooms, Technical Support Centers, and Emergency Operations Facilities.

These lignts w1

  • indicate when tne phone is ringing and should be helpful in those areas where many phones are located.

The NRC will also install output jacks on one extension of the Emergency Notification System and one extension of the Health Physics Network.

These jacks will provide the capacility for adding one way speakers to these systems.

Two-way (talk-listen) speaker systems will not be permitted because they would add additional and unnecessary parties to the conversation which potentially could cause some confusion and possibly hinder the transmission of necessary plant data.

Headsets for use by the operators using these jacks will also not be permitted due to safety considerations.

The NRC is presently considering possible alternatives to raeet the mobility requirements of operators using the ENS.

i Although the NRC will pay for the installation of these Jacks, any plant desiring a one way speaker must purchase that equipment from their locai phone company.

Please select one location for each of the systems (ENS and HPN),

not to include the control rooms, for installation of the output Jacks and inform Dr. Charles Gallina at this NRC Regional Office of your selection.
