.....f SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT N0. 44 TO FACILITY OPERATING LICENSE N0. DPR-35 BOSTON EDISON COMPANY PILGRIM NUCLEAR POWER STATION, UNIT 1 DOCKET NO. 50-293 1.
Introduction In a telecopied letter (.BEco 80-273) Boston Edison Company (licensee) has requested temporary relief from the Limiting Condition of Operation (LC0) 3.5 B of the Pilgrim Nuclear Power Station, Unit 1 (PNPS) Technical Speci-fications concerning the operability of the Salt Service Water System (SSW). The original seismic analysis for the Salt Service Water System took credit for a seismic anchor located beyond the outboard isolation valves. The seismic anchors in this case are the screen wash pumps.
However, recent analysh for adequate tornado missile protection has revealed that this anchor point is beyond the missile protected area.
Therefore, the operability of the SSW is jeopardized if a tornado induced missile impact occurred at the pump (s).
The licensee has determined that moving the seismic anchors to within the missile protected barrier is a satisfactory solution (i.e., a reanalysis of the lines with the seismic anchors relocated was performed and determined to be satisfactory). However, the corrective action will take approxi-mately one week. Hence, the licensee has requested relief from the above LC0 for the interim period, October 31, 1980 through November 7, 1980.
In the interim, the licensee has stated that procedural changes will be in effect which require the facility to be imediately shut down in the event of a Tornado Warning in the imediate area.

Evaluation It is noted that redundancy exists in the SSW system. Due to this, both pumps must be damaged by missiles to jeopardize the operability of the system. Due to the physical separation between the pumps (~30' + barrier) the chance of such an event is small.
In addition, sufficient warning would exist to permit a plant shutdown prior to incurring such damage due to tornadoes. Also, the event would have to occur in a limited time since the licensee has only requested operation for seven days in this condition.
Based on these facts, the risk associated with this relief is extremely low, and the licensee's justification-for interim operation is considered acceptable.

Summary For the reasons above, the NRC staff grants temporary relief from Section 3.5.B LCO's regarding operability of the SSW system from October 31, 1980 through November 7,1980 if the only reason for system inoperability is as specified in the Introduction (1.) above.

Environmental Consideration We have determined that this amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental -impact. Having made this determination, we have further concluded that the amendment involves an action which is insignificant from the standpoint of environmental impact and pursuant to 10 CFR Section 51.5(d)(4) that an environmental impact statement, negative declaration, or environmental impact appraisal need not be prepared in connection with the issuance of this amendment.

Conclusion We have concluded based on the considerations discussed above that:
(1) because the amendment-does not involve a significant increase in the probability or consequences of accidents previously considered and does not involve a significant decrease in a safety margin, the amendment does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activittet+ will be conducted in compliance with the Commission's regulations and the issuance of the amendment will not be inimical to the common defense and security or to.the health and safety of the public.
