CORPORATE AND PLANT STAFFING FOR OPERATION OF THE WILLIAM H.

ZIMMER NUCLEAR POWER STATION On August 11, 1980, in Bethesda, the NRC staff met with you to discuss your proposed reorganization and adequacy of plant staffing for operation of the Zirmier Station. At thot time you were advised to present your staffing plans to the NRC for review as soon as possible.

We are currently in the process of preparing an SER supplement on the Zicrner arplication and we intend to provide a status report in the area of organization and adequacy of corporate and plant staffing. A final safety evaluation San be prepared onl' on the basis of the formal IE/NRR inspection of these areas which cannot be made until after you have implemented your organizational changes and have prepared procedures addressing the function of the new organization, particularly in relation to the interfaces between plant and corporate staffs.

Please advise us as to when you will submit your corporate and plant staffing plans f;r Jur review so that we may schedule our status report and establish a da'.e for the IE/NRR inspection. Essential to establishing the inspection date is your schedule for completing organizational changes and procedures required prior to our visit. In our judgement, the IE/NRR inspection should take place no later than mid-1981 to assure a timely final SER based upon your projected completion of construction.
