Northern States Power Company, a Minnesota corporation, requests authorization for changes to the Technical Specifications as shown on the attachments labeled Exhibit A and Exhibit B. Exhibit A describes the proposed changes along with reasons for the change. Exhibit B is a set of 7echnical Specification pages incorporating the proposed changes.

O EXHIBIT A PRAIRIE ISLAND NUCLEAR GENERATING PLANT Ravis ion No. I to License Amendnent Request Dated May 6, 1980 PROPOSED CHANGEE TO THE TECHNICAL SPECIFICATIONS APPENDIX A 0F OPERATING LICENSES DPR-42 & DPR-60 Pursuant to 10CFR50.59 and 50.90 the holders of Operating Licenses DPR-42 and DPR-60 hereby propose the following revisions to Exhibit B of the May 6, 1980 L:'. cense Amendment Request.

Proposed Changes Page 3.10-1 In the first sentence of 3.10.B.1, beginning "At all times,..." delete the work " equilibrium".

In 3.10.B.I (c) replace the word " assembly" with " rod".

Page 3.10-2 The first part of 3.10.B.2 has been reworded to include the target axial flux determination. The words in 3.10.B.2.(b) have been rearranged to clarify the intent of the sentence.

The F limit on equilibrium conditions has been added to 3.10.B.2.

This 9imit previously was contained in 3.10.B.1.

N F hag been added to 3.10.B.3.(a) so that this section applies to both FaH adF.

Q The reference to 3.10.B.1 in 3.10.B.3.(b) has been changed to 3.10.B.2. The words "within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />" have been inserted at the beginning of 3.10.B.3.(b).1.

3.10.B.3.(b).2 has been changed to include V(Z) in the limit. The reierence to 3.10.B.3(c) has been deleted.

The reference to 3.10.B.1 in 3.10.B.3.(d).1 has been changed to 3.10 B.2.
