Dear Mr. Denton:
Mr. A. C. Thies' letter of November 30, 1979 applied for an extension of time for completion of McGuire Nuclear Station Units 1 and 2 until December 31, 1980 and July 31, 1982, respectively. As provided for in 10CFR.52.109, the McGuire construction permits were extended due to Duke Power's timely application for renewal.
As of November 30, 1979, the schedule for loading fuel in Units 1 and 2 was May, 1980 and January, 1982.
Since that time, several events have resulted in a delay in the scheduled fuel loading for both units.
These events are discussed below. The current schedule for loading fuel in Units 1 and 2 is February 18, 1981 and March, 1983, respectively.
This new fuel loading schedule necessitates an extension of the construction permits beyond t:lut requested in Mr. Thics' November 30, 1979 letter.
The events which have contributed to the delay la the McGuire fuel loading schedule are as follows.
1.
Emergency Safeguards Features (ESP) Testing As indicated in Mr. Thies' November 30, 1979 letter, ESF testing 87 was a the critical path for fuel loading of Unit 1.

In addition, other design

h, interfered with and delayed the completion of ESF testing.

November 26, 1980 operated relief valves' and power-operated relief valve block ~1ves resulting from steam flow testing, and (3) station modifications required by the NRC in response to the accident at TMI-2.
The above factors contributed to approximately a two-month delay in completion 1
of ESF testing.

Hot Functional Testing (HFT) j Successful completion of the_second HFT was aise an item on the critical path for fuel loading of Unit 1.
Problems encountered i
during' the performance of this testing delayed test completion by approximately two months. Theae included (1) ruptures in various instrument line ' fittings inside containment, (2) water hammer in the steam supply piping to the turbine-driven auxiliary feedwater pump, and (3) problems maintaining the temperature inside contain-ment within specifications. Corrective actions taken included j
(1) modifying the pressurizer duct work, (2) replacing some valve operators and snubbers, (3) installing additional insulation inside containment, and _(4) modifying the auxiliary feedwater system piping.

Pipe Hancers i
Delays have been experienced on a continuing basis in the area of I
pipe hangers and. piping analysis.
Specifically, problems i
identified in September and October,1980 have caused a four-month delay in. fuel loading. The details of these problems are discussed in the deficiency reports submitted pursuant to 10CFR 50.55e on November 26, 1980 (Re:
SD-369/80-20, 370/80-15 and. SD 369/ 60-21, 370/ 86 16),. copies of which are attached.
It is therefore requested that the completion date specified in CPPR-83 for Unit 1 be extended to June 30, 1981.
It is further'_ requested that-the comp'.etion date specified in CPPR-84 for Unit 2 be extended until j
June 30, 1983 to allow for the delay which resulted from the diversion of construction effort from Unit 2 to Unit 1.
These new completion dates will provide an additional period of time for contingencies.
This additional time period should allow for the presently foreseen possibility of a further delay in licensing of Unit 1 due to a reopening of _the McGuire opercting license hearing and other new NRC i
regula ry _ requirements.
