Analysis of the Subgrade Rupture Mechanism at the General Electric Test Reactor - License TR-1, Docket 50-70

Dear Mr. Eisenhut:

A-analysis of the subgrade rupture mechanism at the General Electric Test Reactor (GETR) is attached. The results of this analysis show that a previously hypothesized cantilever condition does not develop, but that fault planes are deflected in the soil beneath the reactor in such a way that ground movements occur outside the perimeter of the reactor foundation.

s This analysis is in response to comments made by members of the NRC staff indicating that additional '"ork by both the staff and General Electric was necessary regarding soil property effects on the seismic analysis.

It is believed the analysis contained in the attachment will satisfactorily r solve this matter, which was also noted in the November 12, 1980, Advisory Committee on Reactor Safeguards letter report on the restart of the GETR.

Thus, it is expected the NRC staff can issue its supplement finalizing the safety evaluation.
