Gentlemen:

Thank you for your letter, DJS Ltr. #80-206, dated October 30, !980, and the enclosed interim report informing us of the progress of your investi-gation into the disposition of 300,000 to 400,000 gallons of radioactively contaminated water which was al:cged to have been released from the Dresden Station. Ve will examir.e these actions during future inspections.

We have performed a detailed review of your report and letter and have deter-mined that the progress of your ongoing investigation into this matter is satisfactory.

However, we believe that the items identified below require further action or clarification.

Your lettor states that the extensive special sampling program has confirmed that the various sewers and waste water treatment equipment did not transport the contaminated water from the station.

Several sample results, contained in Attachment "A", however, indicate the existence of radioactive contamin-ation in excess of expected background levels.

Please provide further ex-planation of +he reasons for concluding that such flow paths (i.e. those that exhibit sample results in excess of anticipated background levels) have not previously transported and are not transporting contaminated water from the station.

At our meeting of September 17, 1980, in the Region III office, we concluded that a correlation may exist between Condensate Storage Tank inventory de-pletion and anticipated ventilation system evaporstive losses that would be expected from cinor process steam leaks.

The S.Lerim report does not address efforts to determine the existence of such a correlation. We request that this matter be discussed in future correspondence on this subject.

Commonwealth Editon Company s We recognize that your investigative efforts are continuing; however, the report does not discuss the probability that the water may have leaked from the station or the mechanisms which represent your best thinking on how the apparent loss may have occurred.

Based upon the anticipated completion date of January 1, 1981, for several of your on-going efforts, we request that a second interim report, or your final report providing a conclusive disposition of this matter, be submitted to this office no later than January 13, 1981.
