EVALUATION PROGRAM (SEP) SEISMIC' EVALUATION FOR YANKEE-R0WE On October 9,1980 members of the NRC staff met with representatives of YAEC to discuss the progress of the SEP Seismic Evaluation for Yankee-Rowe.

A list of attendees is Enclosure 1.

YAEC Seismic Evaluation Effort The discussion centered around the NRC letter to YAEC dated August 4,1980, and the YAEC response dated September 12, 1980.

The purpose of the meeting was not to discuss the technical details of their response, but rather to review the progress to date and further efforts by YAEC in the area of seismic evaluation for Yankee-Rowe.

The staff stated that the purpose of the August 4 letter was to ask for a more detailed description of the seis-mic review effort being conducted by YAEC as well as a basis to allow Yankee-Rowe to continue operation until completion of the seismic evaluation.

The letter was meant to keep up the pace of review in order to ensure the timely resolution of the issue consistent with the overall SEP schedule.

The YAEC representatives stated that their seismic review effort has been on-going and has received high priority in terns of manpower and resources.

They are currently developing their seismic model and expect to complete it by early 1981.

It will have the capability of analyzir.g the structure and attached systems using a broad range of seismic spectra.

YAEC has not yet finished the detailed development of the model and its methodology but expects to complete and submit a description within approximately one month.

The NRC staff stated that the YAEC response of September 12 did not rrovide a substantive justification for continued operation of Yankee-Rowe, r '.d did not fully describe the YAEC seismic effort, even when coupled with previous submittals and discussions.

As a result, the staff did not clearly understand which analyses are to be performed.

For example, the YAEC response stated that YAEC would do the analyses usino two different _ spectra but did not specify that one of the analyse 3 would use d. final NRC seismic spectrum.

The YAEC representatives confirmed that the two analyses they will do will include both the final NRC seismic spectrum and their own best estimate spectrum.

They further stated that YAEC has confidence that its current level of under-standing of the site geology and seismology will allow continued operation of Yankee-Rowe.

In support of this. position, they discussed the following topics:

Low seismicity in the area - Based on historic records, YAEC

.is convinced that a significant earthquake will not occur between l.

now and the tire their program is complete.

YAEC is currently in the process of nodifying the concrete 4

column supports.for:the containment structure to improve their

. resistance to shear'and moment loads. They are also installing additional steam generator restraints which will be complete before the plant starts up in late October or early November.

YAEC feels that these additional supports will permit Yankee-Rowe-to with-stand a 0.19 R.G.1.60 earthquake, which they state is greater than any local earthquake of historical record.

The YAEC representatives further stated that they are perfoming a probabilistic risk assessnent of Yankee-Rowe using the methodology from WASH-1400. They expect this analysis to show that the risk to :the'public. from continued operation of Yankee-Rowe is not signifi-cant-due to the relatively small size of the facility and the low population density in the area.

The staff then asked if YAEC had identified any problens so far in its i'

analysis. YAEC stated.that they would not be installing support collars around;the central two columns of the reactor containment until a later 4

i date because of interferences in the area. They also noted that stiffening of the structure to withstand seismic loads might result in problens with 4

the ability.of -the Reactor Coolant System to withstand the loads.

Ir; addi-tion, they were not sure that problems would not arise from the fact that i

the Reactor Containment Building is supported on two separate, unlinked foundations. They also expressad desire to neet with NRC technical reviewers to discuss the proposea nRC seismic spectrum.

i Conclusion YAEC representatives agreed to submit within one week, a more detailed l

justification for continued operation of Yankee-Rowe. The submittal would.

include a general description of the analytical program, with a detailed 1

-description of the methodology' to be provided within one month.

YAEC will

. continue with the installati3n of additional column and Reactor Coolant

. System supports.

Both the staff and YAEC agreed to meet in November to discuss' the generation ~of the NPC spectrum.
