PRESSURE CCNTAI!NENT II:TEGRATED LEAK RATE TEST Your letter of June 23, 1980 requested that the Sequoyah Nuclear Plant-(SNP),
Unit 2 not be required to perfem a preoperational reduced pressure contain-ment integrated leak rate test (CILRT). Since Appendix J to 10 CFR Part 50 cemits the option of perfcming either reduced pressure or peak pressure CIL'Ts, it is not necessary to perfom a preoperational reduced pressure CILRT.
Ycur sr0posal to perfom enly a peak pressure CILRT is acceptable and in accordance with appendix J.
You further requested that SNP, Unit 2 be allowed to perform the full pressure preccerational CILRT before ice is !caded into the ice condenser. This approach is acceptable since the absence of ice will not affect the validity of the C T LO.T.
It should be noted, however, that any modification or alteration -'ade to the pric'ary containment boundary after the completion of the' preoperational CILRT will require, in accordance with Appendix J to 10 CFR Part 50, an addi-tional Type A, B, or C test, as appropriate for the area affected by the modification.

TVA requests that Sequoyah Nuclear Plant (SNP) unit 2 be exempted from performing tse preoperational reduced pressure containment integrated leak rate test (CIRT) as required by Appendix J to 10 C71 Part 50.
A reduced pressure test was performed at SNP unit 1, and the results could not be correlated with the full pressure CII2.T.
This lack of correlation was attributed to the low pressures involved in testing an ice condenser containment. Furthernere, the SNP unit 1 technical specifications do not permit periodic CIU T at the reduced pressure.

We fully expect the SNP ur.t 2 technical specifications to have a ad-41ar restriction. Thei4 fore, there is no need to establish a leakage correlation between ene full pressure and reduced pressure tests.
For ene reascas stated above, TVA requests an exe=ption frem the require-seats to perform a reduced pressure CILRT.
TVA also requests that SNP unit 2 be exempted from perfor=ing the CIMT afcar ice loading. By scheduling ice loading after the CILIT, TVA vill have additional construction scheduling flexibility and good potential for saving time and money. The actual ice loading operation will not alter the as-tested cont m eent pressure boundary. Further-nore, TVA does not expect the results of the pre-ice load CILRT to change significantly with the introduction of the ice mass. For chase reasons, TVA requests an exemption from the requirenants of Appendix J to 10 CFR Part 50 to perform the CICT for SNP unit 2 before ice loading.
