ThisescortzMstbei equipped with a radiotelephone or an equivalent means of cormunication with other law enforcement agents along the entire route of escort. You stated that this escort service could be provided along the entire route, beginning at a point on the northern terminus of the West Virginia Turn-pike (I-64) which is at least three miles f rom the prime population area' of Charleston, WV.

This continuous escort would then take the following route:

1)

I-64 thr7 ugh Charleston, WV and Huntington, WV to US-23.

2) Northwest on US-23 past Ashland, KY to Creenup, KY (Termination Point).

The accompanying document NUREG-0561, avision 1, gives details of the escort's responsibilities. He should be familiar with the entire docu-ment. The following sections deal specifically with escorts and are to be complied with:

2.4, 2. 9, 2.10, 2.11, 3.1 and 3.3.

A copy of Transportation Emergency Plan for Spent Fuel and Other Radioactive Material Shipments (NS-PI-10) and pages 12 and 13 of the USNRC Rout.e Over-view are also enclosed to provide additional guidance in case of an emergency.

You should provide the escort with additional instructions as you feel are necessary.

We will use 304/348-6500 as a phone number to centact you.

Communication a) Use the applicable phone numbers listed in the Emergency Plan as necessary.

We are unable to provide you with an exact time schedule for Tri State -

and your escort to meet. We request that you provide us with a location uhere the two are to meet and any phone number other than 304/348-6500 that should be used.

If any problems arise while shipment is enroute, please notify Tri State in Joplin, MO immediately. They communicate with the drivers every two hours.

We e.rpect to provide you with full compensation for this escort service.

You stated that you would bill us following completion of the service and that you estimate the cost would be $12 to $14 per man hour plus re?. son-able mileage reimbursement. Please send the bill to my attention.
