Dear Chairman Ahearzie:
I have recently begun my evaluation of the Commission's Draft Pro-grammatic Environmental Impact Statement concerning the cleanup of Three Mile Island Unit 2 (NUREG-0683), and am concerned over the anticipated health effects of the cleanu on the workers.
According to the draft statement, you are anticipai.ing Y a.lb.:.,
1.6 worker deaths from cancer and 3.1 genetic defects among the children of the workers, beyond the normal expected cancer and genetic defect rate, directly related to radiation exposures in-curred during the cleanup.
These health hazards are apparently within the range permitted by the Commis~sion.
While we often see health risks calculated as a decimal per millions of people, the projected hazards described in the draft statement in a group of only 2,500 workers seems extremely high and should be a matter of utmost concern.
In any case, they certainly should not be i
termed " negligible" as they are in the draft statement.
It is difficult for me to believe that safer cleanup methods 1
cannot be developed to protect the workers as well as the general t
public.
I look forward to your careful consideration of this '
matter and would further suggest a reexamination of permissible i
worker exposure standards if these risks are currently acceptable under NRC regulations.
