- e Description of the violation
@e Browns Ebrry Nuclear Plant (BENP) environmental technical specifications require:. "A total chlorine residual of 0.05 mg/l shall not be exceeded in the discharge of the main condenser cooling water (CCN) to the ' tennessee River due to chlorination of the Auxiliary Raw Cooling Water System (RCN)."
We camputed total chlorine residual at the discharge of Unit 2 main condenser cooling water to the river reached 0.49 mg/1, frcm 1625 CST on November 6 to 1120 CST on November 7,1980, exceeding the maximum allowable total chlorine residual of 0.05 mg/1.
Cause of the Violation te RCW systems of all three BENP units were chlorinated frm 1625 CST on No*enber 6 to 1120 CST on Novenber 7,1980. Because Unit 2 was in a refueling outage, the main condenser cooling water pumps were not in operation and failed to provide adequate dilution to the Unit 2 Pcw discharge and violated the 0.05 mg/l limitation.
Section 2.2.2 of the environmental technical specification on chlorine states: " Concentration in the main condenser cooling water discharge will be cmputed using measured concentration and condenser cooling water and auxiliary raw cooling water flows." During the period in question the maximum measured concentration of total residual chlorine in the IG discharge was 0.49 mg/1, the Unit 2 CCW flow was zero, and the Unit 2 IG flow was 7000 gpn. %erefore, the computed discharge concentration was 0.49 mg/1.

-2 Analysis of the Violation The chlorinated raw cooling water was discharged into the CCW conduit which initially contained 4.53 million gallons of unchlorinated river water.
Because of the potential initial dilution and the probable chlorine demand exerted by the water. in the CCW conduit and the relatively low RCW flow, we believe that no significant adverse environmental impact was experienced in Wheeler Reservoir by this excursion.
This was supported by a sample collected from the CCW conduit at 1210 CST on November 7,1980, which contained less than 0.05 mg/l of total residual chlorine.
Action Taken to Avoid Future Violations The plant procedures for chlorinating the RCW system have been revised to include verification that the CCW pumps are operating before chlorination to ensure adequate dilution to the river.
