The physical protection upgrade rule, as published in the Federal' ~
Register dated November 28, 1979, required licensees to submit a revised safeguards transportation protection plan by August 22, 1980 Due to our heavy involvement in.rradiated fuel transport, and the safeguard regulations associated therewith, we have been delayed in the completion of our revised plan. Therefore, we should like to request that the due date for submission of our revised plan be extended to November 1, 1980, and that in the interim we be allowed to continue to provide service under our present plan. As you are aware, many of the conditions of the upgrade rule are already part of our procedures.
On June 3 Mr. John Mangusi, of Transnuclear, and I met with members of your staff to attempt to clarify some of the requirements. At the meeting, NRC personnel agreed to provide us with a letter entailing the NRC position on the 30 minute check call frequency. We would appreciate having this letter as it will help in the preparation of our plan.
