Physical Protection of Special Nuclear Material, License No. SNM-21, Docket 70-25 As required by the recent changes in 10 CFR 73, the Energy Systems Group revised fixed site safeguards pl= to provide pro' action against radio-logical sabotage, theft, or diversion of special nuclear material at the Group Headquarters site in Canoga Park, California, is submitted for your review and approval. This plan has been developed in accordance with the requirements described in revised Sections 73.20, 73.45, and 73.46 of 10 CFR 73, to' ether with additional guidance provided by the O'fice of Nuclear Material 2rety and Safeguards. Eight copies of ESG-80-28, " Upgrade Rule Physical Protection Plan for Special Nuclear Materials Possessed and Used by Energy Systems Group, Rockwell International, Under Special Nuclear Materials License SNM-21," which describes our program are enclosed.
While Section 73.20(c)(1) of 10 CFR 73'had required submission of this revised fixed site physical protection plan by August 22, 1980, the Energy Systems Group submission was deferred for thirty days, as requested in our letter of July 14, 1980, and approved in your response of August 26, 1980.*
As indicated in the document, the plan contains information of a type specified in 10 CFR 2.790(d) and is therefore deemed to be commercial and financial information within the meaning of 10 CFR 9.5(a)(4) and shall not be subject to public disclosure.

Burnett September 19, 1980 Page 2 Discussions with members of the Division of Safeguards staff have indicated' that the review and licensing action on this submission is subject to an application fee of $8,300 for a major safeguards amendment to our Special Nuclear Material License SNM-21, as specified in Section 170.31 (IA) of 10 CFR 170. Therefore, we are enclosing our check in the amount of $8,300 payable to the U. S. Nuclear Regulatory Commission in payment of the fee.
