4 Representatives of the Nuclear Regulatory Cormission 'NRC) staff and CPCo met in Bethesda, Maryland en October 29, 1980 to disci.
CPCo's operator training and qualification for Midland Plant, Units 1 2.
A list of attendees is provided as Attachment 1.
The meeting was requested by CPCo to discuss with the NRC staff their program
'.hich was perforced in response to Mr. Denton's letter of March 29, 1930 as clarified 5y Mr. Eisenhut's letter dated September 5,1980. CPCo presented viewgraohs on various par +,s of their operatcr training and qualificaticn program. A copy of these viewgrapns is provided as Attachcent 2.
C?Co noted that the program P.as minor variaticns from the.Narch 28,19C0 letter.
The staff indicated that most of these variations were already accepted for siailar reviews en Other plants.
CPCa requested and the NP.C staff verbally approved four variations from the existing CPCc training program. These are:
1.
The Palisades plant is acceptable for observation training as cpposed to the Davis Besse plant.
2.
A three week course instead of an eight week course at the Ba',! simulator is acceptable for previously licensed personnel.
3.
Applicants for cold license examinations do not have to meet the three-month on shift requirement as stated in the March 28, 1980 letter.
4.
Applicants for cold license SRO examinations will not be required to hold an R0 license for one year as stated in the March 29, 1980 letter.
CPCo representatives requested that the NRC. staff ad=fnister approximately 70 cold license examinaticns for both units in early-1983. The staff stated that the current practice is to license the individuals on the first unit ready for fuel loading then to re-license those individuals when the second unit is ready for fuel loading. However, since CPCo has contracted for simulators for both units and if the time interval between fuei loadings is not excessive (i.e., not c: ore than approximately six months), the staff is capable of y

d administering simultaneous examinations for both units..The certification of CPCo instructors was also discussed. The staff stated that they may be certified in accordance tiith future INP0 criteria or may be examined as Senice Operators by the NPC prior to the cold examinations. CPCo will consider these alternatives in the future.
At the conclusion of the meeting, CPCo ccmitted to revise Section 13.2 of the TSAR and to resubmit it for NRC staff review in the near future.
