Eisenhut, Director Division of Licensing US Nuclear Regulatory Commission Washington, DC 20555
Dear Mr. Eisenhut:
A letter dated February 26, 1980, Thomas A.
- Ippolito, Branch #3, Division of Operating Reactors, transmitted the NRC staff's evaluation of our action taken for Peach Botton Unit Nos.
2 and 3 to satisfy t ii e Category "A"
items of the NRC recomnendations resulting from TMI-2 Lessons Learned.
Among other things, the staff's evaluation of Section 2.1.3.a addressed our schedule of January 1, 1981 for upgrading the existing acoustic system for position indication of Power Operating Relief-Valves and Safety Valves.
Correspondence dated October 15, 1980, S.
L.
- Daltroff, Philadelphia-Electric Company, to D.
G.
Eisenhut, NRC, requested a deferment in the schedule for upgrading the acoustic indicating system for reasons stated.
By your letter dated October 31, 1980, other'TM1-2 Lessons Learned requirements were deferred beyond a previously established date of January 1,
1981.
Following review of your letter of Octobsr 31, 1980 and discussion held with your staff, we p ro p o s e to revise our January 1,
1981 schedule for upgrading the acoustic system.
Accordingly, we are proposing a revised schedule that is consistent with an October 24, 1980 order amending the Facility Operating License Nos. DPR-44 and DPR-56 with respect to IE Sulletin'79-013 and would avoid an additional outaCe to accommodate-the modification.
Upgrading the acoustic indication system on Unit 3'would be performed'during the Unit 3' refueling

- Mr.
D. G..Eisenh'ut-Page 2 oucage-scheduled for the Soring of 1981.
The work on the Unit 2 acoustic system would be performed during'the first extended forced outage;.however, no later than October-1, 1981.
Duration of-outages to accommodate the upgrading of the existing equipment is estimated to be three days and eighteen-days for Peach Bottom Unit 2 and Unit'3 respectively.
Current estimates of theLreplacement energy charges to area customers associated withLan 18 day' Unit 3 outage is $20 million.
In addition, our fuel vendor has advised us that in order to.neet the design shutdown margin criteria in the next Peach Botton Unit 3 fuel cycle, Unit 3 must attain a shutdown exposure of at least 7 700 -!!WD/ TON.
Obtaining this exposure will be difficult if an 13 day' outage must be taken prior to the. scheduled refueling
^
shutdown.
Given such an. outage, operation'of Peach Bottom Unit 3 beyond'the currently scheduled refueling outage date of'early March 1981 will be necessary, causing further unavailability of the Unit during the summer of 1981, or alternatively the number of fresh reload assemblies may have to-be reduced which will degrade the energy available from Peach Botton Unit 3 during its next cycle.
We.believe that the. proposed schedule provides for implementation in a manner.which is consistent with NRC requirements.
Should you have any questions regarding this matter, please do not hesitate to contact us.
Very truly yours,
