Enciosed is our response to R. C. Lewis' October 9,1080, letter, RII:RFS 50-259/80-34, -260/80-27, and -296/80-28, concerning activities at Browns Ferry Nuclear Plant which appeared to be in noncompliance with NRC requirements.

ENCLOSURE OFFICE OF INSPECTION LETTER RII:RFS 50-256/80-34, -260/80-27, -296/80-28, DATED OCTOBER 9,1980, R. C. LEWIS TO H. G. PARRIS NOTICE OF VIOLATION Based on the NRC inspection of August 1-31, 1980, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below.

Technical Specification 3 11.E.4 requires in part that a continuous fire watch shall be established immediately if the carbon dioxide (CO ) fire protection systen is lost 2

to a cable spreading room.

Contrary to the above, on August 5,1980 from approximately 11:00 r.m. to 11:45 a.m., a continuous fire watch was not

vided for the cable spreading roons for Units 1, 2, and 3 anile tie CO system was inoperable for repairs.

RESPONSE

Corrective Steps Taken and Results Achieved Continuous surveillance of the room was initiated inmediately by the shift engineer when the event was brought to his attention.

Corrective Steps Which Vill Be Taken To Avoid Further Noncomoliance Administrative instructions will be modified to ensure that a fire watch assigned to a vital area will be issued a key ca.'d for access to the area.

Date Phen Full Compliance Will Be Achieved Full compliance was achieved on August 5, 1980, in that the required continuous fire watch was posted. Administrative instruction changes to prevent recurrence were completed on November 3, 1980.
