(1) Use of Shift Supervisor as Fire Brigade Leader, (2) Clarification of SER Section 3 5 Since March 15, 1979, Yankee Rowe has had a five-man fire brigade using the Shif t Supervisor as fire brigade leader. Even before that time, as noted in Reference (b) above, Yankee Atomic Electric and many other utilities have felt that his was a roper duty for the Shift Supervisor. This has been the subject of many letters, telephone calls and discussions in meetings.

Yankee Rowe continues to feel that the Shift Supervisor should be used as the fire brigade leader.

However, it is apparent that we have failed to convince the NRC staff on this point. Therefore, we offer the following alternative.

Between now and July of 1982, Yankee Rowe will be training and upgrading a large number of people, increasing the number of persons on shift and changing their qualifications significantly.

In order not to lose the continuity of training and the expertise of the already well-trained and drilled Shift Supervisors, and to more effectively train and decide upon the new fire brigade leaders, Yankee Bowe proposes to continue to use the Shift Supervisors as fire brigade leaders until July,1982. At that time, in conjunction with the many other changes to be made in shift training and manning, the Shift Supervisor will be relieved of this responsibility and it will be given to other qualified persons who will be chosen j

at that time. We trust that this proposal will be adequate to satisfy your conc erns.

There is one further item which must be clarified from the enclosure to Reference (c) above, Supplement 1 to the Safety Evaluation Report.

areas and in other plant areas containing major-fire hazards. What we agreed to do, in compliance with ~ the guidelines in " Nuclear Plant Fire Protection Functional Responsibilities, Administrative Controls,.and Quality Assurance",

was to control smoking in such areas. This allows plant management to post-certain safety-related areas or areas containing' major fire hazards as "Na Smoking" areas..
