Licensee: Georgia Power Company facility Name:

Edwin 1. Hatch Docket No.: 50-366 Harrative Report for LER 50-366/1980-146.

On October 29, 1980, with the reactor at 98% power,ilNP-1-3801, Diesel Generator Manual Start Test, was being performed on 1R43-S001B, Emergency Diesel Generator, following routine preventative maintenance.

During this test, excessive noise and vibration was observed coming from the scavenger air blower. The "B" Diesel had not been declared operable and the previous limiting condition for operations remained in effect per Tech Spec 3.8.1.1, action a.

This is not a repetitive event.

There was no effects upon public health and safety due to this event.

An investigation revealed that the air blower for the "B" Diesel had failed.

During the replacement of the air blower, an inspection of the air intake After the new duct work was conducted with no abnormalities noticed.

blower was installed, liNP-1-3801, Diesel Generator Manual Start Test, was performed success fully. The "B" Diesel was declared operable and returned to service at 0200 on October 31, 1980.

The damaged blower was disassembled and inspected by the manufacturer on 13, 1980.

During the inspection it was discovered that a small

(_3)

November sheet metal screw had entered the blower, interfering with the running clear-ances between the rollers, causing the failure.

The only work performed on the air intake duct work during normal preventative Since no screws are used in the maintenance was to change the filter elements.

filters or the duct work, the most logical explanation would be that the screw entered the duct work during the construction stage.

The only generic effect on the remaining diesels woulo be the possibility of foreign particles having entered the air intake duct work during the construction stage.

The air blouer intake duct work, for the remaining diesels, will be inspected during normal preventative maintenance to ensure that an event of this type does not re-occur.
