NOTICE OF VIOLATION Cleveland Electric Illuminating Docket No. 50-441 Company i
Based on the results of an inspection conducted on August 19-22, 1980, it appears that one of your activities was in noncompliance with NRC require-ments as noted below. This item is an infraction.
i 10 CFR 50, Appendix B, Criterion XIII, states in part, that " Measures shall be established to control the handling, storage, shipping, cleaning, and preservation of material and equipment in accordance with work and inspection instructions to prevent damage or deterioration."

CEI Project Administration Procedure 1301, Revision 1. p.ragraph 1.2, states that..." Procedures shall be established and knplemented in accordance with ANSI N45.2.2 and Reg. Guide 1.38."

Paragraph 6.5 of N45.2.2 states that " Items released from storage and placed in their final locations within the power plant shall be inspected and cared for in accordance with the requirements of Section 6 of this standard and other applicable standards."
l Contrary to the above, during the period of August 19-22, 1980, the inspector found housekeeping conditions in the anchor bolt area of the I.
reactor pressure vessel to be_out of control. Water had accumulated and I
covered the lower end of the holddown studs and welding flux and other i
debris were also present in the area.
