We have received your letter dated October 15, 1980 which transmitted a change to the Hatch Unit No. 2 Final Safety Analysis Report (FSAR).
The change involves a revision to tne Quality Assurance (QA) Program. ftembers i
of our staffs have discussed this submittal and it is our understanding 1
that this change is being made pursuant to 10 CFR 50.59 w'lich authorizes you to make changes to procedures as described in the FSAR without Com-mission approval if the changes do not involve a change in the Technical Specifications or an unreviewed safety question.
In this particular case, 4
I you should conclude that the change should not decrease the effectiveness i
of the QA Program.. Accordingly, if that is your conclusion our prior i
approval of your proposed change is not necessary.

Should we or our Office of Inspection and Enforcement identify any change with which we don't agree is authorized by 10 CFR 50.59 you will be advised ac-cordingly.
