-UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-339 VJ"'JNIAELECTRICANDPOWERCOMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commissica) has issued Amendment No. I to the Facility Operating License No. NPF 7, issued to Virginia Electric and Power Company for the North Anna Pcwer Station, Unit i

i No. 2, which changes a Technical Specification contained in Facility Operating License NPF-7. The amendment is effective as of its date of issuance.

1 The amendment changes one Technical Specification regarding leak testing of certain pressure isolation valves prior to entering Mode 2 rather than Mode 4.

The application for the license complies with the standards and requirements -

of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's regulations. The Commission has made appropriate findings as required by the Act and.he Commission's regulations in 10 CFR Chapter I, which are set forth in the license. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to f'

10 CFR 51.5(d)(4) an enviroatental impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with 4

issuance of this amendment.
