FACILITY OPERATING LICENSES NOS. OPR-51 AND NPF-6 ARKANSA$ POWER & LIGHT COMPANY ARKANSAS NUCLEAR ONE, UNITS NOS. 1 & 2 DOCKETS NOS. 50-313 & 50-363 Introduction By letter dated September 29, 1980 and supplemented on October 16, 1980, Arkansas Power & Light Company (the licensee or AP&L) requested amendment l

of the Technical Specifications (TS), Appendices A and 3, appended to Facility Operating Licenses Nos. DPR-51 and NPF-6 for Arkansas Nuclear One, I

Units Nos. I and 2 (ANO-l&2). The amendments would reflect a change in the j

licensee's management organizatien structure.

Evaluation We have reviewed and discussed with the AP&L staff the proposed changes to the ANO-152 Administrative Control Sections of the TS. We have made modifications to the proposed changes which have been agreed to by the AP&L staff. The position of Director, Generation 07erations would be divided into Director, Fossil Operations l

anc Director, Nuclear Oi.erations to provide improved management resources to nuclear operations.

1 The membersnip of the Plant Safety Comittee (PSC) would be revised, resulting in a net gain of at least two members.

In addition, the new position of Manager of Special Projects would be the Chairman of the PSC.

The membership of the Safety Review Comittee (SRC) would be revised to include several newly created positions and to include the Chairman of the PSC. The proposed deletion of the ANO General fianager from the SRC would be compensated by the proposed addition of one member (the PSC Chair:an who would also be the Panager of Scecial Projects) who reports directly to the General l'anager.

Several proposed miscellaneous and minor changes to the TS for ANO-1 would N.ke the ANO-1 TS in the Administrative Control Sections consistent with the ANO-2 TS.

We find the proposed changes to be administrative in nature; they do not decrease the margin of safety and are acceptable.

2 Environmental Consideration We have determined that the amencments do not authori:e a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact.

Having made this determination, we have furtner concluded that :ne anendments involve an action which is insignificant from the stanc:oint of environmental impact and, pursuant to 10 CFD 151.5(d)(4),

that an environmental impact statenent, or negative declaration and environ-mental impact acoraisal need not be prepared in cennection with the issuance of i

tnese amenc ents.

Conclusion We have concluded, based on the considerations discussed above, that:

(1) because the amendments do not involve a significant increase in the probability or consequences of accidents previously considered and do not involve a signi-ficant decrease in a safety margin, the amendments do not involve a significant hazards consideration (2) there is reasonable assurance tnat the health and safety of the public will not be endangered by operation in the proposed manner, i

i and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of these anendments will not be inimical to the common defense and security or to the health and safety of the public.
