NRC STAFF 60TICE OF ISSUANCE OF AMENDMENT OF ORDER AND "0 TION TO CONr0RM PPODOSEC TECHNICAL SPECIFICATIONS IN ACCORDANCE THEREWITH The Director of the NRC Office of Nuclear Reactor Regulation (Director) has issued the attached Amendrent of Order, pursuant to his authority under IC C.C.R. ? E.717(b), to provide for the use of the "ini Cecay Heat 9eroval Syster (MDHRS) as an acceptable means of cooling the reactor core in lieu of natural convection circulation.

Natural convection circulation has been the primary method for maintaining the reactor in its current stable shutdown cooling rode since late April 1979 as subsequently provided by the Director's Order of February 11, 19ED regarding the Three Mile Island Nuclear Station, Unit 2.

The Staf f's Safety Evaluation Report regarding the MDHRS and revised proposed Technical Specifications are also attached.

Pursuant to an Order of the Comrission, dated May 12, 1980, tnis Licensing Board has been designdted to conduct the proceeding with respect to the proposed fomal license amendnent incorporating Technical Specificaticns s o s 12 cr o O/02 5

. proposed in the February 11, 1980 Order.

In order to confom the proposed Technical Specifications, which are the subject matter of the present pro-ceeding, with the actions taken by the Director, the NRC Staff hereby moves that the proposed Technical Specifications be formally modified in accordance with the Amendment of Order of November 14, 1980, subject, of course, to the authority which 10 C.F.R. @ 2.717(b) explicitly preserves in the Licensing Board for purposes of this proceeding.
