Areas Insnected: Routine inspection by the IE Regional Resident Inspector
(SRI) of safety related construction activities including containment
liner activities. This inspection involved 19 inspector hours by one
NRC residen'. inspector.
Results: Of the areas inspected, one item of noncompliance was identified.

-1. Site Tours . At periodic intervals during the report period, tours of areas of
the site were perfomed. These tours were intended to assess the cleanliness of the site; storage conditions of equignent and piping being used in site construction; the potential for fire or other ha: anis which might have a deleterious effect on personnel and equipment, and to witness construction activities in progress. [ Item of noncompliance is discussed in paragraph 2. 4 2. Weldinc of Attachments to Containment and Drywell Wall Liners ! The resident inspector's report of Clinton activities of August, 1980 (50-461/80-17) noted this subject as part of Unresolved ' Item (80-17-03). This subject has been upgraded to a noncom- pliance.-infraction. During the sequence of construction inside containment, Baldwin , i Associates has welded numerous temporary attachments (approx. 2,000) suc!t as brackets, gussets and plates to the safety related steel liners on the drywell wall and primary containment wall. ^ These weldments are located randomly from the 737' level to the - top of containment and around the complete periphery O'to 360." ' The subject weldments were made without the controls afforded safety related components. Traveler documentation was not used, nor were QC Inspection or NDE perfomed or recorded. 4 The inspector notes that the licensee has taken corrective action t with a stop work in the subject area and is systematically identi- fying the location and status of the subject weldments and associ- nted corrective action to be taken.

Steam Drier, and Steam Separator Shroud The inspector perfomed a visual surveillance of the subject items. The steam drier assembly was stored in a locked, galvanized metal cilo which affords basic weather protection. The unit was covered with poly sheeting, and appeared free of debris, dirt, water, etc. The vessel head was stored in a locked metal containment providing basic weather (elements) protection. The storage area was clear of debris, etc., and the vessel head was blocked off the floor. The separator /chroud was stored outside, off the ground, in its shipping box covared with poly material. The box appeared to be weather tight. No items of noncompliance cr deviation were identified.

9 Fxtt Interview . The Resident Inspector met with licensee representatives (denoted under Persons Contacted) on September 30, and October 3, 1980.
