Dear Mr. Andognini:
We have reviewed Yankee Atomic Electric Company's " Operational Quality Assurance Manual" dated February 1973 and Sections III and IV of the Operational Quality Assurance Manual and proposed technical specifications for review and audit which you submitted by letter dated April 5,1973.

We find that the additional infomation, identified in the attachment to this letter, is needed to complete our evaluation of your Quality Assurance Program for the operations phase of the Yankee Rowe Plant.
We request that you provide an original and thirty-nine copies of the additional infomation by July 26, 1974.

We suggest a meeting with Yankee quality assurance personnel to discuss the current Regulatory requirements for an acceptable Quality Assurance Program for the Yankee Rowe Plant.

of a Quality Assurance Program for Operation is contained in the " Orange

Book", " Guidance on Quality Assurance Requirements During the Operations Phase of Nuclear Power Plants", dated October 26, 1973. The description should be submitted in the fonnat of and satisfy the content requirements of Section 17.2 of the " Standard Format and Content of Safety Analysis Reports for Nuclear Power Plants" issued October 1972. The QA Program controls relative.to the activities of operation, refueling, maintenance, modification, and repair must be adequately described.
l The following infomation is required from YAEC to facilitate evaluation of its QA Program for the operations phase of the Yankee Pawe Plant.
1.
Provide current organizational charts which clearly show those individual (s)and/orgroup(s)(both"onsite"'and"offsite")
responsible for implementing all QA related activities required by Appendix B of 10 CFR Part 50 for the functions related to operation, maintenance, repair, modification, and refueling of tM Yankee Rowe Plant.
2.
Describe the duties, responsibilities, and authority of the individual (s) and group (s) identified by the charts above within YAEC for formulating, establishing, and implementing QA related policies, procedures, and instructions for the operational phase of the Yankee Rowe Plant.
3.
Describe the qualification requirements for the individual position that manages, controls, and directs the YAEC QA Program.
