Gentlemen:
At 0135 on Wednesday, May 23, 1973, Yankee experienced a reactor scram and turbine trip. This was caused by an electrical distrubance on the Y-177, 115KV line, because of the p'roblems associated with the turbine first stage pressure outlined in Proposed Change No. 109 and a directive issued to the plant or. May 10, 1973, the plant was not returned to power.
Since Proposed Change No. 109 to alter the pressure source for the permissive relays has not been reviewed and approved by the AEC,
. Yankee Atccic Electric Conpany proposes to:
Install a tee connection in the first stage pressure l
line between the turbine and permissive relays at the start-up panel. On the turbine side of the tee connection install an isolation valve and on the turbine side of the l
valve install a pressure gage. On the third " leg" of the i
tee connection install a check valve and an isolation valve l
in series, then connect the line to the instrumentation air l
supply located in the turbine start-up panel.
An alarm shall be installed on spare permissive relay contacts, if available, or with a calibration pressure switch in the first stage turbine pressure line to actuate an alarm in the control room at the loss of permissive relay actuation.
1his installation with approved written procedures will allow the plant to return to power and operate with the specified automatic protection.

1.
Close both isolation valves.
2.
Load the plant to N 15 MWe.
3.
Open the valve in line connected to the instrument air supply which is N 80 psig.
The permissive shall be recalibrated to 20 psig which corresponds to 15 MWe.
At this point the permissive relays shall be energized by the instrument air supply.
4.
Load the plant normally until the pressure gage on the turbine side of the tee connection indicates % E0 PSI.
5.
Stop plant loading.
a) Close the valve on the instrument air line, b) Open the valve on the turbine first stage pressure line.
c) Remove hand wheels from both valves and DNO (D0 MOT OPERATE) tag for the Shift Supervisor.
d) Disconnect the instrument air source line.
6.
Continue loading to full load.
7.
Issue plant directives to:
a) Manually scram when the alarm that monitors 1st stage pressure or permissive relay actuation alarms indicating a loss of 1st stage pressure.
b) When unloading the plant, manually scram the plant from the load at which the permissive relays are no. longer actuated.
Safety Considerations:
1.
The actuation point of 15 MWe re=ains unchanged.
2.
Period of time required by administrative controls to re=ain in effect is % 15 minutes.
3.
During start-up an extra AEC licensed operator will be stationed in the control room to observe actuation of permissive circuitry.
