~T Change No.15 in your facility pursuant to paragraph 3.A. of License No. DPR-3, as amended.
g We have reviewed the proposed changes and have found that revision of operating instructions 506 E2 and 506 Eh and amendment of item D.2.a.(2) of the technical specifications under the conditions proposed and as p
modified hereunder, does not present significant hazards considerations not described or implicit in the license application as amended to June 23, 1961, and that there is reasonable assurance that the health and safety of the public will not be endangered by operation of the facility as preposed with the modification described hereunder. A copy of our related hazards analysis is enclosed.
In view of the foregoing, a:.endnent of Maintenance Instruction 506 E2, Maintenance Instruction 506 Eh, and Item D.2.a.(2) of the Technical Specifications attached as Appendix "A" to License No. DPR-3 in accordance with the request of Yankee Atomic Electric Company dated i.
January 11, 1962 entitled Proposed Change No.15 and supplement thereto dated February 1, 1962 is hereby authorized subject to modification l'
of certain paragraphs as set forth below.

"If a significant unexpected increase in the count rate occurs on any one channel or if an unexpected increase in the count rate by a factor of two on two of the three channels occurs after addition of a new fuel assembly or removal of a control rod, the fuel loading operation will be suspended until the situation can be reviewed by p

Using the inverse count rate data obtained in this manner, the shutdown margin will be calculated. If these calculations indicate that there will be less than 5h k/k shutdown with all control rods inserted in the fully loaded core, the boron concentration will be increased to pr,71de the recuired.5% 4k/k shutdown margin."
None of the changes authorized herein shall be construed as modifying '"echnical Specification D.2.f.(7) wheieunder manipulation of reactor vessel components or internals shall be carried out under the direct and personal supervision of technically cualified and designated personnel.
