HAZARDS ANALYSIS BY THE RESEARCH AND POWER REACTOR SAFETY BRANCH DIVISION OF LICENSING AND REGULATION L

i IN THE MATTER OF YANKEE ATOMIC ELECTRIC COMPANY PROPOSED CilANCE NO. 27 DOCKET NO. 50-29 In'troduction Pursuant to the provisions of paragraph 3.D of License No. DPR-3, as amended, Yankee Atomic Electric Company submitted Amendment No. 40 dated June 1,1962 and requested, to the extent required, appropriate authorization of the Amend-mbnt under the provisions of paragraph 3. A of the Licese.

Since Amendment No. 40 would result in a change to certain sections of Yankee's " Final llazards Summary Report", which are incorporated into the Technical Specifications of the License by reference, we beli-ve that the Amendment should be reviewed as a Proposed Change, pursuant to the provisions of section 50.59, 10 CCR, ' art 50.

Accordingly, we are considering the information submitted by Yankee in it Amendment No. 40 as Proposed Change No. 27 Discussion

reference a number of detailed drawings of the reactor and associated systems which are a part of the " Final Hazards Summary Report" for the facility. These g'

drawings were produced before construction of the facility was completed, and, as a consequence, there are differences between the drawings and the facility as it was constructed and actually exists.

These differences would be eliminated by Proposed Change No. 27 which would revise some of the referenced piping and wiring diagrams to reflect these modifications.

Revisions involve such items as the deletion of steam traps in certain auxiliary systems and the connection of additional electrical equipment to the electrical busses.

Upon review of the modifications, we have concluded that they are of a minor nature and that they do not have a significant effect on safety.

Moreover, the reactor has now been operated at, or near, the full authorized power for a period of more than one year, and Yankee has reported that these changes have not resulted in any safety problem.

Conclusion Based on our review of Proposed Change No. 27, we have concluded that it does not present significant hazards considerations not described or implicit in the hazards summary report, and that there is reasonable assurance that the health and safety of the public will not be endangered.
