Dear Sirs Pursuant to Section 50.59 of the Commission's Rules and Regulations and referencing (b) and (c) above, Yankee Atomic Electric Company hereby proposes the following modifications to the referenced license.
PROPOSED CHA!T.E,: We have proposed certain changes to Section 6.13 of the technical w cifications in regard to entries into high radiation areas as noted in the referenced submittals (b and c above).
The review of these submittals by your staff has included discussions with us in regard to certain provisione of the proposed change. These discussions have resulted in the need for certain modifications to our earlier submittals. These modifications are included in the enclosed proposed change to Section 6.13 of the Technical Specifications.
The enclosure contains modifications of our earlier submittals in the following three areas.
1.
The option of providing a dose integrating and alarming device has been expanded to specify that area radiation dose rates be established and made known to personnel entering the area.
2.
The option of providing surveillance by a health physics qualified individual has been expanded to include a requirement that surveillance frequencies be established by the Plant Health Physicist.
3.
The exemption from the RWP issuance requirement has been clarified to apply to health physics personnel during the performance of their assigned radiation protection duties.

These clarifications further specify the requirements to be satisfied in connection with high radiation area personnel entries.
SAFETY CONSIDERATIONS: The proposed change to Technical Specification 6.13, as modified by this supplement, offers an effective means by which personnel entries into high radiation areas can be controlled. The addition of dose rate integrating and alarming devices and surveillance by qualified health physics individuals as provisions represent improvements in exposure control techniques for individuals entering high radiation areas.
This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.
SCHEDULE OF CHANGE: Implementation will commence with the Commission's acceptance of this proposed change.
