Pursuant to Section 50-59 of the Commission's Regnlations, Yankee Atomic Electric Company hereby rs;uests authorization to make the following change:
PROPOSED CHANGE: Reference is made to Paragraph D.2.d of the Technical Specifications attached as Appendix A to License No. DPR-3, relative to the main coolant system boron concentration. We propose the following change in the sixth Paragraph of D.2.d.
FROM:
"The plant shall not be operated at loads above -
l 15 MW clectric unless the boron concentration in the main coolant system is less than 1700 ppm."
TO:
"At'zero power, except during physics testing, the moderator temperature coefficient shall not be positive. At rated steady state power, the i
moderatortemperaturecogfficientshallbemore l
negative than -0.5 x 10- AK/K per 'F."
Reason for Change: A detailed review of Proposed Change No. 97 has revealed that in Supplement No. 3 an additional control rod restriction was established.
The restriction requires that control rod Group "B"
l be withdrawn to 50 inches rather than be at 0 inches for the start of power operation. The additional control rod withdrawal increases the shutdown margin necessary to protect the plant against the steam line break accident. However, this requirement coupled with the Technical Specification maximum main coolant system boron concentration limit of 1700 ppm has made it impossible to load the plant above 15 MWe.
The maximum boron concentration limit was a conservatism that was l
associated with initial boron shim operation.

- d' United States Atomic Energy Commission Proposed Change No. 99 Attn: Division of Reactor Licensing May 9, 1972 system only affects the moderator temperature coefficient. Yankee Atomic Electric Company hereby requests to eliminate the Technical Specification requirement limiting the main coolant system boron concentration as specified in Paragraph 6 of Section D.2.d and replace it with limiting values for the moderator temperature co-efficient consistent with the values used in the current accident analyses.
Safety Consideration:
In our opinion, the proposed change does not present significant hazard considerations not described or implicit in the license application as amended.
Schedule of Change: This change will be put into effect immediately upon receipt of your approval. -The current schedule indicates the plant will be ready for power operation on May 13, 1972; therefore, your prompt approval of this proposed change is requested.
