Dear Sir Pursuant to Section 50.59 of the Commission's Rules and Regulations, the Yankee Atomic Electric Company hereby requests the authorization to make the following change.
PROPOSED CHANGE: Reference is made to Sections B and D.2.c of the Tech-nical Specifications, Appendix A of License No. DPR-3.
We propose to refuel the reactor for Core XII operation by replacing 40 fuel elements.
REASON FOR CHANGE: The introduction of the new fuel is necessary in order to maintain sufficient reactivity for continued operation at full rated power.
DESCRIPTION OF CHANGE: Core XII will be loaded with forty (40) fresh fuel assemblies fabricated by Exxon Nuclear and thirty-six (36) fuel assemblies from Core XI fabricated by Gulf United.
It is requested that the following revision be made to the above entioned sections of the Technical Specifications of the referenced license.

Thermal Revise paragraph (1) to read as follova:
" (1) At rated power, F",
the nuclear heat flux hot spot factor 9.71 for the Eyxon Nuclear fuel and shall not exceed 2
2.70 for the Gulf United fuel. Furthermore, the peak linear heat rate during power operation shall not exceed 12.9 kw/ft. These values shall be checked every 1000 equivalent full power hours of operation utilizing data derived from core instrumentation."
SAFETY CONSIDERATIONS: The attached report entitled " Yankee Nuclear Power Station Core XII Performance Analysis" provides information regarding the mechanical design, thermal-hydraulic design, nuclear design and safety analysis aspects of this change. A later supple-ment to this report will provide a Loss-of-Coolant Accident Analysis.
Based on the considerations herein, it is concluded that there is reasonable assurance that Core XII operation within the proposed specifications will not endanger the health and safety of the public.
This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.
SCHEDULE OF CHANGE: The Core XI-Core XII refueling is scheduled to commence on October 18, 1975. We respectfully request review of this-Proposed Change by the Commission as soon as practical.
