Dear Sir:
Pursuant to Section 50.59 of the Co= mission's Rules and Regulations, Yankee Atomic Electric Company hereby proposes the following modifications to Appendix A of the Operating License.
PROPOSED CHANGE: Reference is made to Operating License No. DPR-3 issued to Yankee Atomic Electric Cor pany for the Yankee Rowe Plant. We propose to ar.end the license as follows:
l Modify specification 3/4.5.1 (attached) and its associated bases to reflect ECCS modifications presented in Reference (d).

l REASON FOR CHANGE: The purpose of the change is to incorporate into the Technical Specifications certain modifications to the Yankee Rowe ECCS as described in Reference (d).
l SAFETY CONSIDERATIONS: The Emergency Core Cooling System is a Safety l
Class System. This proposed change does not involve an unreviewed safety question. A detailed safety evaluation was provided in Reference (d).
