Mechanical Shock Suppressors

Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations.

Yankee Atomic Electric Company hereby proposes the following modification to Appendix A of the Operating License (Reference (1)).

t PROPOSED CHANGE: Reference is made to the Operating License No. DPR-3 issued to Yankee Atomic Electric Company for the Yankee Rowe plant. We propose to amend the license as follows:

Modify Specification 3.7.9.1 and 4.7.9.1 (attached) of Appendix A of the Operating License to reflect a change-over from hydraulic shock supp;essors (snubbers) to mechanical shock suppressors (snubbers).

REASON FOR CHANGE: The purpose of this change is to incorporate into the Technical Specifications revised surveillance requirements which have been made necessary due to an upcoming changeover from hydraulic type snubbers to the more reliable mechanical type snubbers. Due to design, mechanical snubbers are not subject to the possible degradation of materials and repeatability as are the hydraulic snubbers. It is for this reason that surveillance requirements are limited to visual inspections.

l SAFETY CONSIDERATIONS: The changeover from hydraulic to mechanical snubbers represents what Yankee believes to be an increase in snubber reliability.

This change does not in any way endanger the health and l

saftey of the public. This proposed change has been reviewed by the l

Nuclear Safety Audit and Review Committee.

SCHEDULE OF CHANGE: The installation of the mechanical snubbers is scheduled for the June 1977 refueling outage. Yankee Rowe Technical Specifications will be changed peior to startup pending Commission approval.
