The Proposed Change

~~._m requests a temporary waiver of operating restriction D.2.d.(6) of the Technical Specifications attached as Appendix "A" to J[

License No. DPR-3 in order to perform a test using boric acid in the main coolant system in higher concentrations than presently permitted during operation of the reactor under License No. DPR-3.

We have reviewed Proposed Change No. 31 and have found that Proposed Change No. 31, under the conditions proposed and as modified hereunder, does not present significant hazards considerations not described or implicit in the hazards summary report, and that there is reasonable assurance that the health and safety of the public will not be endangered. A copy of our related hazards analysis is enclosed.

In view of the foregoing, operating restriction D.2.d.(6) of the Technical Specifications attached as Appendix "A" to License No. DPR-3 is temporarily waived, and Yankee Atomic

use of boric acid in the main coolant system in accordance with l

its request dated December 21, 1962, entitled Proposed Change No.

31, subject to the following additional condition:

Before Gerating at power levels in excess of 485 Mw thermal during the test, Yankee shall make in-core instrumentation measurements at

that power level with boric acid in the primary system.

state and transient DNB ratios at power levels up to 540 Mw thermal with the amount of boric acid in the primary system pro-posed to be used in the tests at these power levels, and shall
