This refers to your request dated May 9,1969, for AEC authorisation of Proposed Change Es. 86 to the Technical Spesifications to Facility License Eo. DFR-3 for the Yankee reactor. The pro)osed change would authorise the loading of Core VIII and the continuation of irradiation of four test fuel assemblies clad with 11rcaley-4.
We have reviewed the proposed change and hava found that it does not present significant hasards considerstices not described or implicit in the ansummary report, and thot there is reasonable assurance r
that the health and safety of the public will not be endangered. A copy of our Safety Evaluation is enclosed.
