This refers to yewr letter of Aeguet 26, 1969, for AIC authorization of Proposed Change No. 88 to the Technical Specifications to Facility License No. DPR-3.
The proposed change would authoriae the transfer of irradiated fuel assemblies between the spent fuel pit and the reactor vessel by using an approved single-assembly spent fuel shipping cask.
We have reviewed the proposed change pursuant to Section 50.59, 10 CFR Part 50.
In discussions with your staff concerning the proposed change, you have agreed to install and have operable adequate instrumentation for determining the necessary minimum meteorshgical conditions before proceed-ing with the proposed fuel transfers.
In addition, the written procedures will include methods to be used for determining the prevailing meteorological conditions and the requirement that fuel transfers shall not be carried out unless conditions are as good or better than Pasquill Type D and 2 meters per l
l second wind speed. On the basis of the foregoing, we have concluded that the proposed change does not present significant hazards considerations not described or implicit in the Hazards Sums.ary Report, and that there is reason-able assurance that the health and safety of the public will not be endangered.
A copy of our Safety Evaluation is er. closed.
Accordingly, Proposed Change No. 88 is hereby authorized as modified above.
