Dear Sirs:
Pursuant to paragraph 3.A of License No. DFR-3, as amended, Yankee Atomic Electric Company hereby requests authorization to make the following changer FROPOSED CHANGE: Reference is made to paragraph D.1 of the technical speci-fications attached as Appendix A to License No. CPR-3, relative to Operating Procedures, and to the following Normal Plant Operating Inctructions which are contained in section 504 of the license application:
SC4 A1 - Plant Startup - Rcactor Startup fror Cold Ccndition SC4 A2 - Plant Startup - Reactor Startup from Hot Standby SC4 A3 - Plar.t Startup - Reactor Startup Fc11owing Scrata Conditicn SC4 Cl - Plant Shutdown - Scheculed Reactor Shutdown SC4 C2 - Plant Shutdown - Reactor Cooldown 504 C4 - Main Coolant Systera - Startup of Complete System Pressure Control and Relief System SC4 E 504 F - Charging and Volume Contrcl System We propose that these Operating Instructions be revised and con-sclidated so as to form '5rce, more comprehensive instructions to be desig-nated as follows:
504 A1 - Plant Startup - Prinary Plant Startup from Cold Condition 504 A2 - Plant Startup and Ehutdcwn - Startup from Hot Standby Condition; Shutoown to Hot Standby Condition SS4 C2 - Plant Shutcown - Reactor and Frimary Plant Cooldown Copies of these revitec ins tructiens are attached hereto.

February 1, 1962 Reasons for Chance: The revised int.tructions are simpler, more concise, and more easily followed. They will-increase the ef ficiency of perform-ing these particular operations by reducing the amount of cross-checking from one instruction to another.
Safety Considerations:
In our opinion, the proposed change does not present significant hazards considerations not described or implicit in the license application, as amended to June 23, 1961, the date of issuance of Amendment No. 3 to License No. DPR-3, er as amended to the date hereof,and does not affect the accident analysis set forth in Section 4 of the license application.
No basic change in the operation of the~ plant will be brought about as a result of the proposed rMsions.
i The proposed change requires authorization by the Commission pursuant to Paragraph 3.A of the license, since it involves a change in the i
operating instructions set forth in the license application, portions of which are incorporated by reference in the technical' specifications.
Following receipt of authorization for this change, we will file an amendment to the license application, supplying superseding pages, so that the license application will reflect the revised precautions and conditions to be observed during the perfortcance of these plant operations.
