DPR-3, as amended, Yankee Atomic Electric Company hereby requests euthorization to make the following change FROPOSED CHANGE: Reference is tr.ade to Section 202 of the license applica-tion, " Pressure Control and Relief System", and particularly to Drawing 646-J-422 which follows page 202:1 of,the text. rie propose to install an instrumentation connecticn in the high side line to the wide range pressur-izer level differential pressure cell. This connection, together with appropriate valving and cennecting piping, will allow inctallation and control of securate pressure measuring equipment outsice of the vapor con-taincr. 6e propose to irstall the new tce cennection cutboarc of root vcive ::c. 7, ac sLcwn on the above drawing. 'i;e further propote to ccnnect, in clo: e prcxitity to the outlet of the tee, a r..cnually operated, line iso-latien valve. All welosd, cne-quartcr inch stainlets cteel pipe will then ccnnect to a cpare vapor container penetratica in order to effect passage of the line through the cont ainr.ent via11. Continuation of the line to the ceasuring equipment isolation valve and excess turge,checa valve, located in the primary auxiliary building, will be of one-cuarter inch stainlesc steel screv.ed construction. An accurate Heice presture gage will then cen-nect to the diccharge of the excess surge check valve. F_e a r en t. for Chance: Fressure instrumentation,t.ith an accuracy greater than that of the existing control board mounted equipment, is required for pericdic reactor physict testing. The accur.ulation of accurate pretture cata has, to date, been accomplished by use of a Heise pret-ture gage connected to the high pressure primary syste:n sample line. During test periods, primary system pressure data has been obtained by cpening the motor operated pressurizer crain valve and sample header valves. The severc duty thus inposed on the pressurizcr orain valve tubjects the valve to service beyond that irtended by design. January 18, 1962 Safety Conriderations: In our opinion, the proposed change does net present significant hazards considerations not described or implicit in the license application as amended to June 23, 1961, the date of issuance of /sendment tio. 3 to License No. DFR-3, and coes nct affect the accident analysis set forth in Section 4 of the license applica-tion. Incorporation of the excess surge check valve in the proposed instrument line provides positive autcmatic shut-of f protection in the unlikely event of instrument failure. Scheauline of Chenoes The change will be made at the time of the next refueling operation. The proposed change requires. authorization by the Coccission pursuant to paragraph 3.A of the license, since it involves a change in the design specifications of the reactor which are set forth in the license appli-catien and inccrporated by reference in the technical specifications. (See paragraph B-1 of Appendix A to License No. DPR-3.) Following receipt of authorization for this change and upon com-pletion of the work, we will file an amendment to the license application supplying new or superseding pages to be incorporated in the foregoing section so that the license application and the technical specifications will reflect the actual physical condition of the plant.
