i The subject inquiry report is forwarded for your information.
The report has been cleared verbally for proprietary information by the Plant Superintendent. An inspection of this matter will be con-ducted next week by RO:I. Your office will be kept informed of significant developments.
The commitment of the licensee to provide a report to the Commission on this important matter having potential safety significance was only agreed upon by the licensee af ter contacts with Yankee corporate level management.
It is ny opinion that this additional involvement (work load) by this office would not be necessary if the Yankee license and Technical Specifications were nodernized.
Enforcement efficiency, manpower savings and increased safety could be realized if this license and Technical Specifications were to be updated to the current st,andards.
We strongly recommend that action be taken in this matter.
It is particularly disturbing to me that this licensee did not notify us of the defect condition until the repair work had been essentially completed.
We will follow up on this concern in subsequent contacts with the licensee.
