RESOLUTION 80 10 WHEREAS, th] Borough of Phoenixvillo is in extram31y-clo?a prcxinity to th] nucloar reactors being constructed by th]
Philadelphia Electric Company in Limerick Township, Montgomery
- County, Pa., and WHEREA S, 4 million people are within a 30 mile radius of the said Limerick nuclear reactors which have been under con-struction since 1971, and WHEREAS, evacuation plans for the Philadelphia region in case of a major accident at Limerick are not feasible, and WHEREAS, on May 27, 1980, Harold Denton, director of the Office of Reactor Regulations of the Nuclear Regulatory Commission, testified at Congressional hearings in Bucks County Community College that the Limerick plant is too close to Philadelphia and the NRC may " modify or withhold" the operating license for Limerick, and WHEREAS, the Pennsylvania Office of the Consumer Advocate has opposed the continuation of construction of the Limerick nu-clear reactors on the grounds of excess generating capacity com-pared with the need of Philadelphia Electric Company and the high costs, estimated at 5.6 billion dollars rather than 3.2 billion dollars estimated by Philadelphia Electric Co.,
and WHEREAS, Philadelphia Electric Co. originally projected completion of Limerick I in May 1976 and Limerick II in May 1977, and now projects completion of Limerick I in 1985 and Limerick II in 1987, while costs continue to escalate, and WHEREAS, this high cost of construction would be borne by the ratepayers of Philadelphia Electric Co. and the government, in tax investment credits of 10% and accelerated depreciation allowances, and WHEREAS, permanent nuclear waste disposal sites have not yet been developed or demonstrated feasible by tha utilities or the government, and WHEREAS, the United States Environmental Protection Agenc y has termed inadequate the projected supplies of cooling water for Limerick of 40 million gallons per day of Delaware River water, and WHEREAS, in case of a nuclear accident at Limerick, liability insurance provided by the utilities and federal govern-ment is limited to only $560 million, less than 5% of damages estimated possible by government reports, and WHEREAS, psychological stress will add to the health problems of residents of the region as demonstrated in the Three Mile Island accident, NOW, THEREFORE, BE IT RESOLVED and it is hereby resolved, by the Mayor and Borough Council of Phoenixville that the Borough of Phoenixville go on record by the adoption of this Resolution

as opposed to the continuing construction of the nuclear reactor of the Philadelphia Electric Company in Limerick Township as constituting a hazard to the health and safety of the Borough's residents and strongly urge Philadelphia Electric Company to seek out and use alternative energy sources for generation of power and that copies of this Resolution be sent to the President of the United States, the Nuclear Reg 01atory Commission, U. S. Senators Heinz and Schweiker, U. S. Representative Schultze, the Governor of Pennsylvania, State Senator Stauffer and State Representative Vroon.
