Dear Mrs. Guest:

Your letter to President Carter transmitting the Borough of Phoenixville resolution opposing the construction of the nuclear reactors in Limerick Township has been referred to the Nuclear Regulatory Conraission (NRC) for a response.

Although Limerick Generating Station is not currently undergoing i active licensing review, several actions are taking place that may be of interest to you.

Philadelphia Electric just recently completed two studies which have been submitted to the NRC and have been placed in the Local Public Document Room in Pottstown, Pennsylvania. One study deals with the question of blasting effects from a nearby quarry on Category I structures and the other deals with evacuation time estimates. These studies will be reviewed by the NRC staff in the next few months.

A third study is being conducted as a result of a request from NRC dealing with a risk evaluation similar to the evaluation performed some years cgo and published in October 1978, as the Reactor Safety Study, WASH-1400. A briefing on the results of this study will be held upon its completion, probably in late October or early November. This briefing by Philadelphia Electric will occur at a place and time to be announced at a later date. The NRC staff review of this study will begin after this briefing.

As indicated above, Limerick is not undergoing licensing ~ review at this time.

It is anticipated that the application for an operating license will be tendered in late 1980 or early 1981. Once the application is received and docketed by the Commission, a notice of opportunity to request a hearing will be published. At that time the Borough may request a hearing and petition to intervene as a party.
