Region I Management Meeting, Vermont Yankee Nuclear Power Station
This refers to the meeting held at the Vermont Yankee Nuclear Power Station on
June 27, 1980, related to our evaluation of activities authorized by NRC License
No. DPR-28. Th? subjects discussed and a list of attendees at this meeting are
included in the Office of Inspection and Enforcement Meeting Report and the
Performance Evaluation Report, which are enclosed with this letter.
It is our view that this meeting was effective in communicating to you and your
staff the results of our evaluation of your performance of licensed activities.
Also, we hope it provided you with a better understanding of our inspection
program and objectives.
Based on discussions with Mr. L. H. Heider, Mr. W. P. Murphy and Mr. W. F.
Conway, we understand that by July 4 1980, you will have implemented interim
procedures for measuring airborne I151 in the environment in an emergency con-
dition, such that emergency action levels expressed in the Vermont Yankee Emergency
Plan can be detected and appropriate recommendations made to State agencies.
If
our understanding of your commitment is in error, please notify the Region
within five days in writing stating the correct interpretation.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title
10, Code of Federal Regulations, a copy of this letter and the enclosed meeting
report will be placed in the NRC's Public Document Room.
No reply to this letter is required; however, if you should have any questions
concerning this matter, we will be pleased to discuss them with you.
