Dear Mr. Eisenhut,
The following is in response to your July 11, 1980 request for our best estimate of 'tel load dates for the Susquehanna plant.
For the past two months we have been conducting a comprehensive review of our project construction schedule including an evaluation of remaining work to complete the project and redefinition of work required to incorporate new features resulting from TMI.
Since prior estimates included substantial schedule contingency for additional TMI related plant additions which are not necessary to support fuel load, we are revising the percentage of completion of Unit #1 upward to 85%.
Our schedule for Susquehanna is now as follows:
Unit 1 Unit 2 Target Fuel Load June 1, 1991 Sept. 1, 1982 The primary system fill and flush of Unit #1 was completed on July 26, 1980.
The system hydro and reactor internal vibration tests are expected to be completed by September 16, ' ' 10.
Both of these dates are essentially on schedule with respect to milestone dates established over 5 months ago and are dates which were reviewed with the NRC Forecast Panel last March. With over 65% of plant systems in startup and critical milestones being completed on schedule, we firmly believe that a completion date of June, 1981, is realistic and will be achieved. This assessment is supported by historical experience of 40 weeks from hydro to fuel load.
It is obvious that there is a significant discrepancy between your committed schedule to complete the license of Unit 1 and our assessment of the completion of work at the site.
I would like to resolve this schedule mismatch as promptly as possible.
I believe it would be productive for our top management representatives to meet with you and other appropriate NRC representatives in the next week.
