Material at the Hot Laboratories of the Energy Systems Group of Rockwell International," describes the program which will be implemented to com;;b with the new physical protection requirements outlined in Section 73.67 of 10 CFR Part 73.

There is presently on file Nith the Physical Security Licensing Branch an approved security plan, AI-74-86, entitled, " Security Program for the Physical Protection of Special Nuclear Material at the Nuclear Development Field Laboratories of the Atomics International Division of Rockwell Inter-program for the protection of greater than national," which describes r

threshold quantities of spec.al nuclear material at our Santa Susana plant.

This plan, which was approved on June 10, 1975, was implemented through August 6, 1976. At that time, the facilities at the ESG Santa Susana plant no longer contained a threshold quantity of special nuclear material, and compliance with the security plan as described in AI-74-86 was no longer required.

In our letter of July 30, 1976, Reference No. 76AT-5027, we advised that compliance with the security plan would be discontinued on August 6,1976, and reactivation of the plan would only be accomplished in the future prior to any possession and use of greater than threshold quan-tities of special nuclear material at the Santa Susana site.

O Mr. George McCorkle July 17, 1980 Page 2 As you are cwre, there have been no occasions which have required reactivation af the plan since compliance was discontinued in August 1976, and our foreseeable business plans will not involve the posses-sion and handling of greater than threshold quantities of special nuclear material. Thus, a plan for the protection of threshold quan-tities of special nuclear material is ro longer required for the Santa Susana plant. Therefore, please consider this a request for the immediate rescission of AI-74-86.
