This will confirm the telephone conversation of July 24, 1980, between Mr. R. Janecek and Mr. L. Spessard of my staff, that a meeting will be held between the NRC, Commonwealth Edison Company representatives, and other operating BWR licensees at the Region III office, Glen Ellyn, Illinois on July 30 and 31, 1980.
The objective of the meeting will be to obtain an in-depth understanding

of the as-built scram discharge volume (SDV) and its piping including
)
the vent and drain valve arrangements and also including the instru-ment volume (s) in order to be in a position to review licensee recom-mendations for changes to the scram system to improve its operability I
l and reliability.
This will be a working level meeting whose primary purpose will be to gather knowledge and materials regarding the present as-installed con-figuration of the SDV system at each plant. No broad policy decisions trill be reached, and no decisions will be made at the meeting regarding acceptability of any licensees' SDV system or of proposed changes to that system.
Your attention is directed to the enclosure to this correspondence which provides a schedule for each licensee's presentation.
To obtain the desired in-depth understanding, we will want to meet separately with each operating BWR licensee to discuss the as-built valve arrangement, scram discharge voltune, piping, and instrument volume (including pneumatic, hydraulic and electrical subsystems).
