Deferment of Certain Technical Specification Surveillances

Dear Sir:

As you are aware, Yankee Rowe experienced a turbine failure earlier this year.

This failure has caused the refueling outage originally scheduled for this summer to be delayed until the spring of 1981. As a result of this delay, we feel it prudent to request deferment of certain surveillance testing, normally done during refueling outages, until our scheduled re fueling. The attached listing defines those items we wish to defer.

Yankee Rowe is currently in a cold shutdown condition with the main coolant system closed. These surveillances, if performed at this time, would require the opening of the main coolant system and would significantly increase the exposure to personnel conducting this work.

Our concern is that personnel exposure, as a result of these items, is normally incurred only during refueling outages. Our commitment to the ALARA philosophy requires us to make this request in order that personnel exposures be minimized and that our surveillance schedule remain on a refueling basis.
